What’s the difference between an injector and a splitter?
An injector adds PoE to a plain network — it puts power onto the cable for a PoE device. A splitter does the opposite: it takes a PoE cable and pulls the power back off so a non-PoE device can use it.

Do I still need a PoE switch?
No — that’s the point. The injector lets an ordinary, non-PoE switch power a PoE device on one line.
